SHIP-HATS roles and responsibilities
SHIP-HATS uses role-based access control across subscription, system, and project levels. Each role has defined responsibilities to ensure clear ownership and separation of duties.
Roles at a glance
| Role | Responsibilities |

| Primary Subscription Admin (SA) | Creates and manages the subscription, manages admins, provisions licences, creates systems and SHIP-HATS projects. |
| Secondary Subscription Admin (SA) (up to 4) | Supports subscription management, provisions licences, creates systems and SHIP-HATS projects. |
| Technical Admin (TA) (up to 3) | Manages systems and provisions licences. |
| Project Admin (PA) | Manages SHIP-HATS projects and configures tool-specific projects. |
| Billing Admin (BA) | Manages billing details and downloads invoices. |
| SHIP-HATS user | Uses tools (for example, GitLab, Jira, Confluence) to perform project work. |
