Jira templates from SHIP-HATS
SHIP-HATS offers a standardised Jira template called SHIP-HATS Scrum.
It simplifies the collection and monitoring of standardised quality metrics for outsourced projects and products, aligning with Outsourcing 2.0 practices. See Key features for details.
Target audience and application
Recommended for:
- GovTech-managed agencies who outsource projects
- Any outsourced projects
- Any projects that want to track user story acceptance rate, sprint acceptance bugs, and pre-release bug counts.
Limitations
Due to Open Access policy, this template is not available for Jira projects under GovTech subscriptions.
Key features

This project uses a shared Jira template with centrally managed workflows and configurations. The following settings apply to maintain consistency and data integrity across all projects based on this template:
Predefined workflows and components: Predefined workflows for User Story and Bug, preconfigured Scrum board layout, and required custom fields (e.g., Bug Type, Severity) to ensure consistent reporting.
Automated governance: Critical fields impacting metrics are locked and non-customisable to maintain data consistency.
Customisation rules: To customise or add additional fields, submit a service request. SHIP-HATS implements approved changes only for the requesting agency’s project.
- This is a one‑time change. After the change, the respective Jira project administrator can manage further customisations themselves.
- Quality metrics continue to be collected and reflected in the dashboard.
Benefits of this template
This template simplifies project tracking and monitors vendor performance automatically, reducing manual reporting.
Key metrics captured

- User story acceptance rate
- Sprint acceptance bugs count
- Pre-release acceptance bugs count
These metrics help agencies track quality and delivery performance across projects. A dashboard to visualise these metrics is planned for a future release. Follow the release notes and other official communications for updates.
