Jira access requirements
To access Jira projects/spaces, users need both of the following:
- Atlassian (Jira & Confluence) licence — allows the user to access the Atlassian platform
- Project permissions — grant access to specific Jira projects
Access scenarios
| Licence | Project permissions | Result |
|---|---|---|
| ❌ | ❌ | No access to Jira |
| ✅ | ❌ | Can access Jira but not any project |
| ❌ | ✅ | Cannot access Jira (licence required) |
| ✅ | ✅ | Access granted to the project |
Removing a licence removes all Jira access. Removing project permissions removes access only to that project.
Jira projects under GovTech subscriptions may be subject to Open Data Access, which grants predefined project permissions through centrally managed user groups.
See Open Data Access (GovTech subscriptions only).
