Choosing Agile
For the reader, this playbook outlines the Agile way of working at GovTech. Choosing to use this playbook means you have made considerations to practise the agile way of working so that you can effectively and efficiently deliver value.
In deciding whether to develop the product or project in-house or outsource, the factors to consider are:
Capabilities within Government
Capacity to deliver
Strategic nature
Capabilities building
If capabilities and capacity are a problem, the project or product team can consider co-sourcing, followed by outsourcing the work. The team must understand that usually, insourcing means a manpower constraint within the Government. While outsourcing means monetary constraints.
Who is this playbook for?
Whole-of-Government (WOG) – This playbook is for anyone in WOG who wants to know what Agile is and its relevance to them:
- Business Users (non-technical)
- Product Owners
- IT Users
- Delivery Managers (DM)
- Development Team
This playbook is positioned for WOG and serves as a quick guide to anyone who wants to know more about the Agile methodologies common in WOG and delivering projects or products using the Agile approach.
Although this is used to give the reader a high-level picture of Agile, we look towards referencing our content to our organisation’s Quality Management System (QMS) and Instruction Manual for ICT & SS (IM8). This manual will give the reader the opportunity to delve deeper into the areas they are interested in.
