Overview

AISAY is the Singapore Government’s AI-powered document analysis platform, built by GovTech. It helps public officers and agencies extract, analyse, and verify information from documents using Artificial Intelligence.

AISAY is available as both a no-code web portal for individual officers and a set of production-grade APIs for developers building agency systems.

What Can AISAY Do?

Capability Description Example
Extraction Intelligently extract text and data from documents of varying formats Extract vendor name, items, and total price from a stack of quotations
Analysis Evaluate and assess document contents based on your instructions Generate a written evaluation of a candidate’s skills from a resume
Verification Check for anomalies or errors against pre-defined criteria Detect suspicious transactions in bank statements and score riskiness
Classification Categorise documents into pre-defined types Sort uploaded files into passports, bank statements, or NRICs
OCR Extract all visible text from a document Convert a scanned PDF into searchable, formatted text

Key Benefits

  • Save Time — Documents of hundreds of pages can be analysed in seconds
  • Improved Accuracy — AISAY doesn’t get tired, doesn’t miss information, and processes documents in bulk with consistent quality
  • Enhanced Verification — Run audits, logical checks, and suspicious activity checks in bulk, with results returned in Excel or JSON
  • Improved User Experiences — Speed up citizen-facing journeys by extracting key information from submitted documents
  • Authorised for Government Use — Built with security by GovTech, usable from GSIB and COMET devices

Supported Document Types

AISAY can process almost all PDF and image files, including:

Questions on AISAY V2

Why is there a new platform called AISAY 2?

AISAY 2 will replace the original AISAY platform in mid 2026 in a phased migration. The READ application will also be routed to AISAY 2. This current site is in a pilot beta mode, and we plan to move users over gradually.

- Deliver Better and More Accurate Capabilities

We are upgrading AISAY’s underlying models to newer “frontier” models that we have benchmarked and tested to be more accurate. Your existing prompts and instructions will continue to work in a similar way.

- Deliver Broader Security / Sensitivity Support

We are expanding support beyond Restricted and Sensitive Normal documents.

Models hosted in Singapore that support Confidential (Cloud Eligible) documents have already been benchmarked and installed. We are now awaiting cybersecurity clearance, with a target to enable them in 2027.

We will also be doing early research into options to support Secret documents and will share updates when available.

- Be offered at Lower Costs

We have heard your feedback that AISAY’s current costs are too high, especially for high-volume usage.

We have drafted new pricing options aimed at lowering processing costs, which are now under review. More details will be announced in 2026.

I am a current user of AISAY, what do I need to do?

For now, no action is required. We are currently in an early pilot with AISAY 2, and we will reach out to all existing users of AISAY with instructions on migration.

If you have existing prompts in AISAY, those can be brought over, and it will work in a very similar way. You will not need to rewrite your prompt templates.

You can proceed to try AISAY 2 now for an early preview of the system.

I am a current user of READ, what do I need to do?

You will be automatically redirected to AISAY 2, and benefit from the new models and functionality available. No prior registration is needed.

What are the costs or limits to using AISAY 2?

During the transition period, there are no costs to using AISAY 2. After the transition period, we will be introducing a new free tier for all users, and a more affordable paid tier as well.

Do I need to register or ask for access to use AISAY 2?

No, please use your WOG email to receive an OTP and you can log in directly.

Do you also have new APIs?

Yes, 3 new APIs have been launched, please access GovTech’s AI Platform’s new website (accessible on GSIB, COMET and SEED devices):

We also offer affordable pricing for high volume API usage, please contact gdp_platform_aisay@tech.gov.sg for more information.

I am a Production user of AISAY and I have a UST/SS signed with GovTech. How will I be impacted?

Your existing UST/SS will continue to be valid on the new platform, and your existing prompt templates will continue to work in the same way.

We will have a migration team reach out to you with a guide on how to migrate your prompt template, and we will waive fees during the transition period to ensure you to have ample time to experiment with the new platform without being charged.

Please also stay tuned for potential downwards revision to the pricing.

What is the maximum security/ sensitivity classification that AISAY 2 can support?

For now, we support up to Restricted, Sensitive Normal files.

We are in the process of seeking clearance for Confidential (Cloud Eligible) files, and expect this to be granted in 2027. We will make an announcement when this occurs.

What is the difference between Flagship and Local models?

Flagship models represent the latest models offered by the model providers, while local models are based in Singapore.

The team is in the midst of getting approval for Local Models to be cleared to process Confidential (Cloud Eligible) files in 2027.

While we recommend trying Flagship models first, please feel free to also try the Local models.

You can use Local models for Restricted, Sensitive Normal and below as well, and there will be no difference in restrictions or limits, although the local models typically accept slightly smaller files (stated when selecting the model).
