Open Data Access (Only for GovTech subscriptions)
Open Data Access is a GovTech initiative that promotes internal collaboration (innersourcing).
It applies only to GovTech-owned SHIP-HATS subscriptions for Jira & Confluence.
How Open Data Access works
Access is granted through centrally managed Atlassian user groups.
| Component | Description |
|---|---|
| User groups | tech users, site users |
| Assignment | Automatically added to newly created Jira projects and Confluence spaces |
| Group management | Centrally governed (not managed at space level) |
Do not remove these groups. They are required for Open Data Access.
Access requirements
A user receives Open Data Access only if both conditions are met:
| Requirement | Description |
|---|---|
| Group membership | User belongs to tech users or site users |
| Licence | User has a valid Atlassian (Jira & Confluence) licence under the subscription |
Important considerations
- Permissions are applied at the space level via group assignment.
- Project administrators can view the following groups in the Jira and Confluence spaces and must not remove them:
tech users– manages access for GovTech users in HQ.site users– manages access for GovTech users at site locations.
- Page-level restrictions can further limit visibility.
- Removing the licence revokes access entirely.
- Removing group membership revokes Open Data Access for that space.
For sensitive or embargoed content, use Page Restrictions.
