Confluence access requirements
To access Confluence spaces, users need both of the following:
- Atlassian (Jira & Confluence) licence — allows the user to access the platform
- Space permissions — grant access to specific Confluence spaces
Access scenarios

Removing a licence removes all Confluence access. Removing space permissions removes access only to that space.
Confluence spaces under GovTech subscriptions may be subject to Open Data Access, which grants predefined space permissions through centrally managed user groups.
